சீதாராமன் பட்ஜெட்

பட்ஜெட், பட்ஜெட், பட்ஜெட் என எங்கு பார்த்தாலும் ஒரே பேச்சுதான்… பட்ஜெட் மீதான விமர்சனங்கள், விவாதங்கள், ஆட்சேபங்கள், சமாதானங்கள் என மக்கள் தொடர்ந்து பரபரப்பாக உள்ளனர். இச்சமயத்தில் நாமும் பட்ஜெட் குறித்த ஒரு விவாதத்தில் பங்கு கொள்ளலாம். இதிலும் பரபரப்புக்குப் பஞ்சம் இல்லை. இதனை தாக்கல் செய்பவர் அப்பழுக்கற்ற தூய குணம் படைத்த நிர்மல சீதாராமன்.
ராமபிரான் சித்ரகூடத்தில் இருக்கும்போது, பரதன் அவனைக் காண ஓடோடி வருகிறான். ராமனைத் தவிர்த்து வேறு ஒன்றையும் அறியாதவனாக, அழுத கண்ணீருடன் ஓடி வந்தவனைக் கட்டியணைத்து தனது மடிமீது அமர்த்திக் கொண்டு, உச்சிமோந்து சில விஷயங்களைப் பேசுகிறான். அவைகள் எக்காலத்திற்கும் பொருந்தும் வார்த்தைகள்!! ராஜநீதியின் முத்துக்கள்!! வரவு செலவு கணக்குகளை, அரசன் எவ்விதம் தாக்கல் செய்ய வேண்டும் என்றும், கையாள வேண்டும் என்றும் தெரிவிக்கிறான்.
- முதலில் பொருளாதார (Economic) வல்லுனர் யார்? அவன் செயல்பாடு என்ன? என்று சொல்வதைக் கேளுங்கள்.
“பொருளாதார நிபுணனாகிய ஒரு அமைச்சன், தன் திறமையினால், மன்னனையும், மக்களையும் நன்கறிந்து, அவர்களை மகிழ்விக்கும் காரியங்களைச் செய்வான். நாட்டின் வளர்ச்சித் திட்டங்களுக்கு அவனின் செயல்பாடு இன்றியமையாததாக இருக்கும். இது நாட்டின் பொருளாதாரத்தைப் பலப்படுத்தும்.
“ஏகோபி அமாத்ய: மேதாவீ சூரோ தக்ஷோ விசக்ஷண: |
ராஜாநம் ராஜமாத்ரம் வா ப்ராபயேத் மஹதீம் ச்ரியம் ||
(அயோத்யா காண்டம் 100-24)
- லஞ்சம் வாங்கும் அதிகாரிகளையும், பெண்கள் முதலான போகங்களில் ஈடுபட்டு ரகசியங்களை வெளியிடுபவர்களையும் கண்டறிந்து தண்டிக்க வேண்டும்.
(அயோத்யா காண்டம் 100-26)
- இது மிகவும் முக்யமானது. “குழந்தாய் பரத! கண்டபடி வரி(Tax) வசூலிக்கும் அரசனை மக்கள் மிகவும் வெறுப்பார்கள். அதனால் மக்கள் மகிழ்வதாகவும், அதேசமயம் அரசுக்கு பாதுகாப்பானதுமான வரி வசூலை செய்ய வேண்டும்.

- அடுத்தது ராணுவத்திற்கான நிதி ஒதுக்கீட்டை ராமன் விவரிக்கிறான்.
“கச்சித் பலஸ்ய பக்தம் ச வேதநம் ச யதோசிதம் |
ஸம்ப்ராப்த காலம் தாதவ்யம் ததாமி ந விலம்பஸே ||”
(அயோத்யா காண்டம் 100-32)
பரத! நாட்டின் பாதுகாப்பிற்கு, சேனை வீரர்களின் பங்கு மகத்தானது. அந்தந்த காலங்களில் அவர்களுக்கு உரிய சம்பளத்தை அளிக்க வேண்டும். சரியான திட்டமிடல் மூலம், நிதி ஒதுக்கீடு செய்து ராணுவத்தை பலப்படுத்த வேண்டும். அப்பொழுதுதான் வீரர்கள் மிகுந்த உற்சாகத்துடன் நாட்டைக் காப்பர்.
- நம்பிக்கையான தூதுவர்களைக் கொண்டு அண்டை நாடுகளுடன் நல்லுறவை வளர்க்க வேண்டும். அதேசமயம் தாய்நாட்டின் மீது தணியாத தேசப்பற்று உடையவனாக அந்த தூதன் திகழ வேண்டும். அரசன் ஆணைப்படி வெளியுறவுக் கொள்கையில் சூட்சுமமாக நடந்து, காரியத்தை சாதிக்கும் தூதர்களை எப்போதும் கொண்டிரு.
(அயோத்யா காண்டம் 100-35)
- தொழில் தொடங்குவோர்க்கும் தொழிலதிபர்களுக்கும் தக்க வசதிகளைச் செய்து தர வேண்டும். எவ்வித இடையூறுமின்றி அவர்களின் தொழில், வாணிபம் சிறக்க வகை செய்ய வேண்டும். ஒரு நாட்டில் தொழில்துறை எவ்வித இடையூறுமின்றி வளர்ந்தது என்றால், அந்நாடு சரியான வளர்ச்சிப் பாதையில் பயணிக்கும்.
(அயோத்யா காண்டம் – 100-48)
- காடுகள் நன்கு வளர்க்கப்பட்டு யானைகளின் வாழ்வாதாரங்களும் வழித்தடங்களும் நல்ல முறையில் பராமரிக்கப்பட வேண்டும். பெண் யானைகளை அதிகமாக வளர்த்து, இன வ்ருத்தி செய்ய வேண்டும். இப்படி காடுகளும், யானைகளும் அரசனால் நன்கு கவனித்து அபிவ்ருத்தி செய்யப்பட வேண்டியவை
(அயோத்யா காண்டம் – 100-50)
- வரவுக்குத் தகுந்த செலவு செய்கிறாயா? நல்ல அரசன் வரவு குறைச்சலாகவும், செலவு அதிகமாகவும், பற்றாக்குறையான அறிக்கையை சமர்ப்பிக்கலாகாது. ஒருவேளை பற்றாக்குறை ஏற்பட்டாலும், நிபுணர்களுடன் ஆராய்ந்து பொருளாதார அபிவ்ருத்திக்கான செயல் திட்டங்களை வகுத்து, உடனடியாக செயல்படுத்த வேண்டும்.
(அயோத்யா காண்டம் – 100-54)
ஆகையால் பரதனே, “தெய்வ வழிபாடு, மத நம்பிக்கை, ராணுவ வீரர்கள் இவர்களுக்கு உரிய மரியாதையளிக்க வேண்டும். நாஸ்திகம் பேசுபவனை உபசாரத்திற்குக் கூட ஆதரிக்கலாகாது. தங்களை விவேகிகள் என நினைத்து, நாஸ்திகர்கள் பேசும் பேச்சு, ராஜ்யத்திற்கு நாசம் விளைவிக்கும். எனவே கவனமுடன் இருக்க வேண்டும்“.
இவ்விதம் பல அரிய உபதேசங்களை ஸ்ரீராமபிரான் பரதனுக்கு உபதேசித்தான்.
நாமும் அவன் வழி நடந்து நாட்டையும், நம்மையும் நலம்பெறச் செய்வோம்.

It’s this time of the year when everyone is talking about the annual budget. Everywhere you turn, all that you can hear about is the budget, its opinions, criticisms and praise. Let us also join this “budget” chorus and talk about another budget that is sure to kindle the same level of excitement because after all this is also presented by Nirmala Seetharaman.
When Rama was in exile at Chitrakootam, Bharatha goes running to him. There is nothing else in Bharatha’s mind except the thought that he has to meet his brother and convince Him to come back to Ayodhya. With such a single-minded devotion, he goes rushing towards Rama. Seeing Bharatha, Rama also hugs him and showers him with love and affection. After consoling Bharathan, He explains him few things.
These advices holds good for any period of time. They are the political pearls of wisdom! Rama explains about income and expenses and how to balance them, what is the King’s role in managing finances and how he should ensure the welfare of his people using his funds wisely.
Who is an expert in economics and what is his role? Here is Rama’s explanation.
An expert in economics will use his knowledge to thoroughly understand the king and subjects and will perform those actions that will delight them. His contributions to his country’s progress will be highly invaluable and it will bring about a big economic change for the country.

Rajanam rajamathram va praapayeth mahatheem sriyam ||
(Ayodhya kandam 100-24)
People who take bribe and those who reveal secrets for transient pleasures like women should be punished severely. (Ayodhya Kandam 100-26)
This is the most important advice. “O Bharatha! People will hate a king who collects huge amounts of tax. So, you’ll have to balance people’s interests as well as the kingdom’s needs while deciding on the right amount of money to levy as tax.”
(Ayodhya Kandam 100-26)
Next, Rama explains about allocating money for the army.
Kachchith palasya paktham cha vedhanam cha yathOchitham |
Sampraaptha kaalam thaathavyam thathaami na vilampase ||
(Ayodhya jandam 100-32)
The contribution of soldiers is of utmost importance for the security of your country. You have to strengthen the army and at the same time, make the necessary payments to soldiers on time. This will keep them happy and they will work towards protecting the country.
Select the right people to build diplomacy and good relationships with other countries. At the same time, the chosen diplomat should have an overwhelming sense of patriotism towards his home country. It is your responsibility to identify such people who will use their intelligence to maintain good relationships with other countries, based on your orders. (Ayodhya kandam 100-35)
Provide the right environment for entrepreneurs and startups and ensure that everything is conducive for their operations and eventual success. This is important because when businesses thrive in a country, it naturally leads to economic development. (Ayodhya kandam 100-48)
Forests have to flourish and for that you have to ensure that elephants have access to their natural migratory path. Pay special attention to female elephants as they play an important role in creating progenies and keeping their species alive. You should always keep in mind both these aspects. (Ayodhya kandam 100-50)
Are you spending within your limits and lesser than your income? A good King should never submit a budget that has excess spending over income. Consult with the experts and implement the right fiscal measures for a prosperous country.
(Ayodhya Kandam 100-54)
“My dear Bharatha! Believe in God, have faith in your religion, respect your soldiers, and eliminate atheists from your country because they may believe they are intelligent, but their words will eventually bring ruin to a country. So, watch out for these atheists and remove them at the earliest!”
Rama gave many such pieces of advice to Bharatha. Let us all follow His words to put ourselves and our country on the path of progress and prosperity.
